What are Thorough Examinations?
A Thorough Examination is much like an MOT for your car – and just like an MOT, it is legally required if you own, lease, or hire a forklift truck. Employers and equipment operators are legally responsible for ensuring these examinations are carried out at defined intervals by a qualified assessor.

The Thorough Examination Standard
In 2004, Consolidated Fork Truck Services (CFTS) developed a comprehensive standard for performing a ‘Thorough Examination’ that exceeded all previous regulatory checks. The Thorough Examination covers all critical components of a forklift truck, including the chassis, steering system, tyres, brakes, and more – delivering a complete operational safety assessment across your entire forklift fleet.
The Health and Safety Executive (HSE) – the UK’s official regulator for workplace health and safety – approved the Thorough Examination inspection as exceeded the legal requirements specified within both LOLER and PUWER.
Thorough Examinations – Governed by LOLER and PUWER
The Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) and the Provision and Use of Work Equipment Regulations 1998 (PUWER) are two sets of UK Health and Safety legislation.
LOLER focuses on lifting components such as the mast, hydraulics, chains, and forks.
PUWER covers non-lifting components, including brakes, steering, tyres, lights, and seat restraints – ensuring the forklift is safe and fully functional.
While LOLER ensures the lifting mechanisms are safe, PUWER addresses overall operational safety, requiring regular checks on all parts that may deteriorate with use over time.
How Often do Forklift Trucks need a Thorough Examination?
A Thorough Examination must be carried out at least once every 12 months. However, the frequency can vary depending on the type of equipment, its application, and the intensity of use. In more demanding environments, inspections may be legally required every 6 or even 4 months.
